Los Angeles could investigate the thefts that have plagued Union Pacific for about a year — leaving tracks in downtown littered with garbage and the carcasses of stolen goods — and look into how the major railroad company could better protect the goods it transports across the country.

A man was found dead floating in the water near a dock at the Port of Los Angeles on Sunday evening, Jan. 16, officials said.
